Theodore Phelps, age 89, passed away at 5:10 p.m., on Thursday, April 21, 2016, in Cincinnati, Ohio. He was a longtime resident of Lockland, Ohio, and a veteran of the United States Coast Guard. Born on June 14, 1926, in Cincinnati, Ohio, he was the son of the late Theodore and Mamie Phelps.
